EMS Units of the TFD

EMS Units

An ambulance unit is comprised of three EMS responders: a chief attendant, an attendant, and a driver, all of whom have an EMT or upper qualification. They respond to injured or ill patients, assess their condition, and transport them to the nearest hospital capable of treating the injury or illness, while performing CPR, hemostasis and other first aid in the ambulance. Either (or both) of the chief attendant or the attendant is a nationally certified paramedic to ensure that the unit can provide the advanced level of EMS care.

The TFD deals with the growing demands for emergency medical services, increasing ambulance units in case of necessity.

Mobility Ambulance Unit

As one of the efforts to shorten the TFD’s ambulance response time, we introduced the Mobility Ambulance Unit in June 2016. The members can switch their steady spots depending on the EMS demands which fluctuate throughout the day.

Amid the EMS demand fluctuation, four groups are being specially assigned to four areas: the Tokyo Station and Setagaya Areas for the daytime, and the Roppongi and Shinjuku Areas for the nighttime.

The Mobility Ambulance Unit also responds to special incidents such as mass casualty disasters and infection diseases, speedily and properly meeting diverse demands.

Daytime Ambulance Unit

As our objective to shorten the arrival time of ambulance units in EMS high-demand areas during the day, the daytime ambulance unit operation has started at the Ikebukuro Fire Station in May, 2019. Eight units in total are in operation as of April 1, 2023.

The Operation time is from 8:30am to 5:15pm. It gives an opportunity for qualified EMTs and paramedics who are unable to work for 24-hour shifts due to childcare and eldercare to work actively on scene.

EMS Treatment

Medical treatments an EMT responder can give vary by qualification. As there are different levels of paramedic qualifications, each allowing for certain types of medical treatments, paramedics take training courses to be qualified to perform medical treatments.

For Foreign Nationals

To deal with foreign patients in need of language assistance, all the TFD EMS units have EMS VoiceTra, the multilingual translation app. (covers 31 languages). In addition, the EMS communication support board (covers 5 languages) and the communication manual with possible conversational examples for EMS operations are deployed in each EMS unit.

Additionally, the TFD provides Multilingual 1-1-9 Service (covers 5 languages) which is the three-way-talk simultaneous translation service via the telephone interpretation center, securing a safe environment for foreign nationals living in Tokyo.
