Tokyo Medical Control Council

The Council, under Article 35-8 of the Fire Service Law, is comprised of members from the Tokyo Medical Association, emergency hospitals, the Tokyo Bureau of General Affairs, the Bureau of Social Welfare and Public Health, Tokyo Metropolitan Govt　and the TFD. It is an affiliate organization of the Tokyo Metropolitan Government set up with an aim to raise the patient’s lifesaving effect by providing prompt and appropriate transport and admission of patients and by ensuring the quality of emergency treatment administered by EMS members from a medical perspective.

Matters for Consultation

  • Standards (operating procedures) related to the transport and admission of patients, stipulated in Article 35-5 of the Fire Service Law
  • Liaison and coordination for the transport and admission of patients according to the operating procedures
  • Post-review of the EMS activities from a medical perspective
  • Regarding the instructions to EMS paramedics and guidance/advice to EMTs
  • Formulation of emergency treatment standards
  • Training of EMS members
  • In addition to the above, any items that the Tokyo Metropolitan Government deems necessary for the transport and admission of patients and matters related to raising the quality of pre-hospital medical procedures.

The Council has the expert committees to discuss the technical details of the topics.
